Bowman eligible for electric vehicle charging station $1.2M program grant - The Dickinson Press | News, weather, sports from Dickinson North Dakota

BOWMAN, ND — Bowman has been chosen as one of 16 rural communities in North Dakota eligible to receive an Electric Vehicle (EV) charging station.

The $1.2 million grant, awarded by the Federal Highway Administration through the Advanced Transportation and Congestion Management Technologies Deployment (ATCMTD) Program, is administered by the North Dakota Department of Transportation (NDDOT).

The goal of the NDDOT is to use this funding to deploy electric vehicle supply equipment (EVSE) to develop convenient, accessible, and reliable EV infrastructure across 16 communities in the state.

Bowman, along with the other selected locations, was chosen to address “range anxiety” for EV users in remote areas of North Dakota. These communities, including Williston, Watford City, Minot and others are strategically located along major highways, making them essential travel routes for long-distance drivers.

One such route is U.S. Highway 85 or Theodore Roosevelt Expressway . This highway enters North Dakota through the southwest, passes through Bowman, and extends to the Canadian border.

U.S. Highway 85 is also part of the Ports-to-Plains Alliance , a bipartisan nonprofit organization that advocates for three congressionally-designated High Priority Corridors: the Ports-to-Plains Trade Corridor, the Heartland Expressway, and the Theodore Roosevelt Expressway making it a vital and high-traffic route.

Applicants can apply for up to 50% federal cost share of eligible project costs. Each project requires a matching contribution of at least 50% from non-federal sources.

The exact amount of funding each community receives depends on the proposals submitted and approved under the grant program. Site hosts will be awarded funding to construct, own, and operate the EV charging stations.

While the NDDOT provides the funding, it will not own or manage the stations. Instead, private entities, non-profits, and other eligible applicants will be responsible for the design, installation, operation, and maintenance of the charging stations at approved sites.

Eligible applicants include for-profit businesses, privately-owned electric utilities, tribal entities, and teaming partnerships.

Government entities, municipal utilities, and political subdivisions are ineligible to apply as primary applicants but can participate as co-applicants in a teaming partnership. In such cases, the primary applicant from the list of eligible entities will manage the application and serve as the main point of contact.

Applications must be submitted electronically by December 16, 2024, with all required documentation attached. After submission, applications will undergo a responsiveness check and be evaluated for technical merit and cost-effectiveness by a review committee. Successful applicants will be notified of their awards by March 17, 2025.

As of October 2024, there are approximately 1,138 fully electric vehicles and 878 plug-in hybrid electric vehicles registered in North Dakota, according to the NDDOT.
